In 2023, TLI is launching a new project under its Human Rights of Minorities programme. The Monitoring Minority Rights in UN Treaty Bodies project is aimed at carrying out research and monitoring the work of UN treaty bodies in order to analyse their treatment of minority issues.
This project monitors the 9 UN treaty bodies: Committee on the Elimination of Racial Discrimination, Committee on Economic, Social and Cultural Rights, Human Rights Committee, Committee on the Elimination of Discrimination against Women, Committee Against Torture, Committee on the Rights of the Child, Committee on Migrant Workers, Committee on the Rights of Persons with Disabilities, and Committee on Enforced Disappearances. The monitoring will cover Lists of Issues, Concluding Observations, General Comments, and decisions on Individual Communications.
Relevant treaty body documents will be analyzed to determine whether they pertain to minority issues. The collected documents will be uploaded to the Minority Forum Info website, expanding its database to also include treaty body documents. Once all of the relevant treaty body documents have been collected, a qualitative and quantitative analysis will be carried out to gain an overview of treatment of minority issues by UN treaty bodies. This data will be consolidated into an annual report on the treatment of minority rights by UN treaty bodies.
